Standish Group research has identified three basic types of PMOs in use: Insider PMO (IPO), Assisted PMO (APO), and Virtual PMO (VPO). The IPO is made up entirely of in-house employees. These employees may be augmented with outside contractors to form an APO. These two models are the most common in use. The obvious advantage of the VPO is that it can cost less than the fully staffed IPO or APO. It also allows flexibility in the range of skills that can be applied, and brings a wide range of best-practice knowledge through the involvement of various personnel.
